The boss of a roofing firm in Hampshire has been fined in Staines Magistrates Court for failing to implement the correct health and safety measures on a construction site.
Dan Shea, the owner of Blackmoor Roofing, reportedly arranged for his company to remove used roof tiles from a house in Surrey that was being dismantled by a demolition firm. A neighbour who lived opposite the Esher property alerted the HSE after spotting workmen in removing the tiles in an unsafe manner. This occurred in February 2010.
The problems reported to the health and safety watchdog included one worker standing on a wet roof with scaffolding or safety barriers to support him, whilst another was transporting tiles from the roof to the ground in the raised bucket of a digger. A third man was seen throwing tiles to the ground from the top of a long ladder.
In court, it was revealed that the workers were Polish and had been sent to the site by Mr Shea. It is not clear whether they had had the correct health and safety training to conduct the job safely.
Mr Shea was fined £10,000 for breaching part of the Construction (Design and Management) Regulations 2007. He was also ordered to pay court costs of £6,497.
